Question by indiefilmer101: Can I Gamble On Rental Equipment For A Casino Themes Sweet Sixteen?

For my sweet sixteen I’m looking into a Casino Themed, and know that you can rent equipment and such from companies around town. Is it legal for my friends to gamble on the equipment, using only tokens, as they are never spending real money? I saw they do quincineras so wouldn’t that mean they could do 16th brithdays?
